One not quite good enough team to win a championship does not make up for 20 previous years of suckage. If the Suns (Pat Garrity) and the Bucks (Robert Taylor) didn't suck at scouting that trend carries to the present.
I think comparing individual teams would be more interesting. Say 2005 spurs vs 94 rockets, etc.
As a fracnchise it's pretty undeniable that its the spurs.

As a franchise, the Bulls really weren't that great. They had Jordan and Pippen for those 6 les, but their other years (say the last 10 years, or from 76 to 87) were pretty pedestrial, or even bad.
Spurs on the other hand, were consistently good outside of a few rebuild years in the mid 80s.
