    You're right with this. Although not even all domestic leagues use the relegation and promotion system just because there are too few teams in some minor leagues. Euroleague and Eurocup do indeed not use this system. They use a qualifying round for those teams which are not directly qualified for the euroleague... winners play there and loser play in the eurocup.
