Noticing is fine and generally encouraged if she's wearing a low cut and/or tight shirt. Staring and fixating, however, is always creepy.
Depends entirely on how drunk the girl you're staring at is. If she's the same level of drunk that you are, she may be more prone to pick up on that subtlety.

It was an almost rhetorical statement but thanks for the clarification.
