I think it depends on which way you use 'missing'. You can mean missing as "gone forever" or you can mean it as "don't know where it is".
The problem in this case, is that, with the money being unaccountable, there's no way to tell if it's "gone forever" (ie. stolen) or "don't know where it is" (ie. spent on the right things but we have no do entation).
That's why it's such a big deal, I think. No matter how much the government may say, "Don't worry, it wasn't stolen", they simply can't prove it.
