You made me curious, so I actually went and found it on youtube. It does look pretty dirty.
That's completely chicken bush league and he should at least be suspended the season for that and prosecuted as well if there was any injury sustained by the running back. At least done for the season though that's much worse than punching a guy in the jaw.
If he's an underclassman I'd consider suspending him for one calandar year just to make it known trying to blind someone will get you ed.

This guy gets half a game for trying to dig a guys eyeballs out.
