The only problem is,the guy I go to moved out of state. The work I want to get done is pretty detailed. So i'm looking for someone who is actually worth a damn. Any suggestions?

depends on what kinda style you like.
if you like rockabilly/sailor jerry looking stuff: element, mr.lucky, or dandyland
elemant and dandyland do the portrait style too, depending on artist.
platinum isn't bad, always the cleanest and best prices compared to the other two as well, but if you go there, sit down and go through all of the artists cos some of them suck or at least do a little too much of that y tribal stuff.

Classic Tattoo in San Marcos is a group of really talented artists. Morgan, the owner, is a friend of mine and did 2 of my tattoos. She has a degree in art and does really gorgeous tattoos.
Chris Gunn in Austin (Southside Tattoos on Congress) is the guy who I have always gone to. If you feel like driving an hour for ink, it's worth it. Just make sure you book him waaaaaay ahead of time.

One of my neighbors has two from Platinum. She says a few of their designs do lack originality, but they're extremely clean and if you get a good artist who takes your input on your design you'll be very happy.

... but they're just black, so they don't really show off her talent. (They were done 2 years apart). But this is her website:
