    No, they don't deserve one.

However, there seems to be a lot of teams in that boat of not wanting to claim one.

10 bids - 5 auto bids for confs; one for SEC runner-up; one for TCU/BSU.

That's 7. LSU is out (3rd SEC). If TCU goes Boise is out (for now).

    That leaves, in order today:
    #9 Pitt
    #12 Okla St
    #13 Iowa
    #14 Penn St
    #15 Va Tek (3-loss)
    #16 Wisc
17-19 all P-10 3-loss teams (Stanf, SC, Ore St)

The rules state non-champ members can get bids if:
    - Has 9 wins against I-A opponents, and is rated in the top 14 of the BCS standings, or
    - Is a non-AQ conference champion and meets the qualification standard in #3, but was not the highest-rated team to do so.

If Pitt only loses to Cincy, they will get a slot. Even if Pitt beats Cincy but Cincy loses no more they will get a slot. That's 8/10.
If OSU wins out and UT wins B12, OSU will get Fiesta slot. That's 9/10.

In that case, it leaves I spot between 3 two-loss B10 teams, 3 three-loss P10 teams, Va Tek and Boise (who can still be picked as an at-large but isn't guaranteed) for the last bid. This team must be in the Top 14, as per the rules, and this means SC will have to jump 3 currently two-loss teams, Va Tek and Stanf (who beat them) to get the #14 spot. I don't see that happening.

If Pitt and OSU fall out of the mix, Boise will most likely be taken for the Fiesta and Iowa/Penn State will be selected. This still leaves SC with the same problem, only now Va Tek is the most attractive team, while Stanf is still ahead of SC and Miami is right behind.

Someone from outside could win the B12 (Neb?) or ACC (Clem?) game I I would argue that UT and Ga Tek would still get a BCS bid.

Still, it is completely pausible that Pitt loses to Cincy badly and drops out (maybe even loses twice - @ WVa), OSU loses @ uo, two of the B10 teams loses a game (and they all have tough ones - Wisc @ NW & Hawaii, Penn @ Mich St, etc), Stanf loses to Cal and/or ND, and Va Tek loses @ Virg.

If all those things happened, Boise would be an at large (#8) Iowa would be an at-large (#9) and SC could be selected at 10. That's lots of if's, tho, but I've seen sillier.

    The selection order is:
    #1 (Fla)
    #2 (UT)
    ACC BEasy (Ga Tek)
    B10 (Ohio)
    Fiesta (TCU)
    P10 (Ore)
    Sugar (Bama)
    #1 Replacement Sugar (Cincy)

After that is where it gets muddy:
    #2 Replacement Fiesta
    Orange

Fiesta can pick between Boise, Pitt, OSU, Va Tek, Iowa, Penn State. Do they REALLY want to see TCU vs Boise, which was a 3rd rate bowl last year?

Next Orange can pick, and you would imagine they would pick from an east coast team like Pitt, Va Tek, Miami, maybe Penn St.

All things likely, not only would SC have to have at least 6 teams lose (one of which MUST be Stanf) but they would have to bet that the Orange would want to see Ga Tek vs SC, because I don't think the Fiesta will pick SC over any of the other eligibles this year. If they were a one-loss 2nd place team, heck ya they would; but they have gotten the 2 worst whoopings in SC history within a few weeks of each other and not to mention lost to UDub. I just don't see it this year.
