The Suns are the most successful non- le team, not that that's anything to brag about.

Two trips to the Finals ('76 Celtics, '93 Bulls), 4th most winningest franchise in the NBA, multiple MVP's, consistent Playoff presence, and one mayor of Sacramento.

If you go by overall success, I would probably say the Jazz. They went to the Finals two years in a row and probably would have won the Finals both times if they had played against a different team. They had bad luck with playing Jordan and the Bulls in the Finals twice. From 1984 to 2003, they went to the playoffs. That's a pretty impressive streak.
