Well you should get it, it one of the many little obscure rules created for Lakers/Celtics.
You mess up your salary structure, and NBA forgives you by inventing a new way to sign players just for you (Lakers and Celtics)

No, it's not a little or obscure rule and it wasn't created because the Celtics messed up their salary structure, it was just a coincidence.
Bird Rights are basically one way for a team to keep a player they would otherwise lose to free agency because they can't afford to go over the cap to keep that player. It's an exception to the general salary cap rules.
The basics to it is that if a player is under contract with a team for three years, that player's Bird Rights vest with that team and they can then use the Bird Rights exception to go over the salary cap.
Hopefully that helps. There's more to it than that, but if you're just looking for a basic understanding of them, that should give you a pretty good idea.
