That's a good question although badly timed considering we're in the middle of winter.
Many of us own one of these (I don't) and since just walking outside in Cleveland on a winter day is known to freeze your balls solid, this is probably your best bet:
That said, some of us (like myself) are FANatics, in that we love the circulation of air even during cold days.. well, it never gets cold here in TX, but you get the drift. So we go with the more industrial/construction sized unit for cooling purposes.
I usually keep mine on low all day, sort of keeps a draft going and that definitely keeps you cool during the winter.
If you really want that combination of power and mobility though, I can only suggest the following:
It might not fit well in your house but its definitely the coolest fan you will find... depending on your definition of 'cool'.
