There was never a plan to privatize it completely. Just allow people to contribute less who have their own retirement plans. If I am wrong, please show me.

Fix medicare/medicaid. Nothing else matters if that isn't done. They won't do it though.
We will deem and pass Full Privatization if possible. I suppose we could drop down to partial privatization through reconciliation.
