The voice is based on the voice that the batman in the comics uses to disguise his voice as Bruce Wayne.
Fix his voice. Don't cast a girl as ugly as maggie gyllenhaal this time. NPH can't be taken seriously enough for a super villain, same as Jim Carrey when he did it

I think Doogie could pull it off. The Riddler's defining characteristic is smug narcissism, which Barney certainly has in spades.
I think NPH would nail that role. The Riddler was supposed to be a clown anyway in the comics and TV series.
