Since I don't see it ever being anything other than tacky to replace Heath Ledger while Nolan's still at the helm, I think we pretty much lost any chance of seeing a Harley Quinn storyline when he died. Can't have her without Joker.
I don't see the Riddler fitting into this new Batman series. He is way too cartoonish of a character. I think Black Mask would be a great villain to have.

On March 10, 2010, Nolan confirmed his involvement with a sequel and gave some information regarding the story. The next Batman film will be Nolan's last and a conclusion to the story. Nolan says, "Without getting into specifics, the key thing that makes the third film a great possibility for us is that we want to finish our story. Yeah, I didn't like it much either.
Batman knows the weaknesses of all the other superpowered heroes/villains... and is the supreme tactician/strategist.
It's Supes, Bats and Wonder Woman... that's been the hierarchy of Earth's heroes... despite the fact that others may be far more powerful.

On a side note, I just got into playing Arkham Asylum and Xbox 360..what a great ing game! I think it's so much fun to play and immersive kinda like Grand Theft Auto but not as free roaming. Some parts are hard as though.

Yeah some parts are hard, but that's what makes it interesting; it's an action game, but you have to strategize as well.

I like the Philip Seymour Hoffman as Penguin idea on the face of it, but I just can't give that much gravitas to someone who uses umbrellas as weapons.
That Vincent Cassel guy has a nice Riddler face, no doubt.
I think anyone who's seen Hugh Laurie in his earlier comedic work knows his range is VAST, and he could play anything from a comic idiot Riddler to a villainous sinister Riddler.
