Long story short... he's got small eyes because 1) his eyelids droop, 2) he's got extra skin between his nose and eyes and 3) the bridge of his nose is small.
Blepharophimosis is a condition where the patient has bilateral ptosis with reduced lid size, vertically and horizontally. The nasal bridge is flat and there is hypoplastic orbital rim. [1] Both the vertical and horizontal palpebral fissures (eyelid opening) are shortened. Vignes (1889) probably first described this en y, a dysplasia of the eyelids.
That's about as large as his eyes can get. His vision is fine though, thankfully. He just always looks like a little Buddha
