its makes sense, because in order to use the bird rights, they have to sign him through an extension right? and that has to occur before july 1st?

You could sign 2 max free agents as long as it keeps you under the cap and then use the bird rights on a 3rd to sign him to the max as well. Now yes, you have to be under the cap after the 2 max deals but not for the 3rd assuming bird rights. Then you fill out your roster with min deals.
