You're completely missing the only point that matters.
ALL payroll must fit under the salary cap for a team using cap space to sign FAs.
You can't sign FAs from another team using cap space and then use exceptions to wind up over the salary cap.
The current version of the CBA has been in effect since 2005. Point to one example where a team used cap space to sign a FA and then used exceptions to wind up over the cap. You will be unsuccessful because it is not allowed under the CBA.
Plain and simple.
If the draft is going to get interesting, this should be the point of the draft for surprises....lets start hoping some SF's get passed up.
