Lee is made for the Suns. He'd be ideal, especially at that price. They then jettison Richardson after next season and they're at max contract availability.
I guarantee you that Lee will have better stats (PPG/RPG) than Amare next season if he comes to the Suns.

He's averaged 13 points and 10 rebounds his entire career. One fluke 20 10 season doesn't make him a 20 10 player. Shawna Marion did the same thing in 2006 due to D'antoni (but at least he did it on a good team).

FYI, I've wanted Lee on the Suns since the 06-07 season (way before D'Antoni ever got to NY).
If the Suns don't get Lee, I'll be very upset at Sarver for thinking Warrick is a good enough replacement for Amare. I've only wanted Amare to leave if the Suns will replace him with a good player.
In fact, even if the Suns do get Lee, it will be out of pure luck, not any great planning by Sarver.

Lee put up elite numbers last year, even adjusting for pace. He is very efficient player and does a lot of things that help teams win ball games. Even if he is a poor defender (and I sure don't see that) it's hard to make the argument that he's a big step down from Amar'e. In fact, it is much, much easier to argue it the other way around.
Lee to Phx would be a blessing in disguise for the Suns... he's underrated.
