Why is it that kids suddenly get thirsty when it's time for them to go to bed?
They are stalling.

And why do they always have to use the restroom right when the waiter brings your food at a restaurant, even if you ask them to go beforehand?

My son loves reading book after book when it's time to go to bed. And he drinks like 3 cups of milk. And he has to have all his cars that he's playing with at the time in bed. And he has to have the light on. And he has to watch TV. And on and on and on.
He loves to stall.
I read him one book, give him 2 cups of milk, leave a lamp on and unplug the TV sometimes so he won't turn it on. 5-10 minutes later he's out.

One time my son upset me so at bed time when he tried stalling I gave him a cup of water. I said here is your drink and use the cup after for the restroom.
I came in to check on him he was just looking at the cup and said "I need a bigger cup"
It is stalling. That is all it is.
