    They have 8.3 M to spend after trading away Beasley and with Bron/Wade/Bosh/Chalmers under contract.

    You're forgetting about cap holds for open roster spots under 11 (each is about $473k). The Heat end up with something near $11M in capspace, which drops to $6M (or $6.5M if split between two players) after Miller's deal is factored in.
