    The Feds were looking for a scapegoat....they got caught with their pants to their ankles by Katrina and they wanted to bring in Federal resources, namely troops with guns, as long as the state would take capability for the 1000's of people projections said were going to die because FEMA had no plan to evacuate New Orleans and the army corp of engineers failed to improve the levees to withstand anything greater than a Cat3 hurricane....
