When a player is drafted by a team, this team holds his rights till he gets signed.
When the same player is traded, released and whatsoever, the team renounces all rights and the player is free to sign with any other team.
Your claim is a violation of the rules - the only thing the Spurs may have offered him is: "Give us a call when you are ready again".
