My understanding was that they didn't ruled it out. They just didn't have evidence. Later finding evidence doesn't mean they lied either time.

In another clip, Hess says he thought they were there and couldn't see them through the smoke. Could he dust have assumed they were there? Then again, the timeline matters, and they started heading sown the stairs about the same time tower 2 fell.
