Not a lof of explosions and stuff like that in season 2. Season 3 and 4 have more, though.
tbh I loved The Wire but got sick of Treme incredibly fast.

Treme was fantastic. West Wing would have been #4 on my list. I'm on of the few that loved the last season with Jimmy Smits. Dexter is now firmly in my top 5. Awesome show.

I never would have chosen this show on my own, but I'm so glad I was talked into giving it a try.
Seasons 1 & 2 were good...3 was OK...but 4...OH MY GOODNESS! It was AMAZING! Season 5 starts in a few days.
Fraggle Rock was pretty damn popular, esp considering the limited number of cable sets with HBO at the time.
1 The Wire (All teachers, police, politicians, and people in social services should be required to watch season 4).
2 Lost
3 Dexter (last season's ending was so damn twisted)
Honorable mention: Six Feet Under It had the best finale I've ever seen.

The Sopranos is better than The Wire but it's still a great show. I just finished the 3rd season.
The intro sucks though.

Now that I've seen some of Dexter I'm not blown away. It's a solid show, but not in the pantheon. One show I need to add to the list: Justified. I think it is the best written show on TV right now. I love it.
Honorable mention to Glee. Didn't watch the first season but caught some of the episodes on Hulu and have seen the second season - it might be one of the most subtly subversive shows ever put on air. And the fact it's on fox just makes it even more delicious.

I want to see how Big Love plays out because it's my weekly show that I never miss and it's on the last season. It could be top 3 all time for me.
Even though it's technically not a drama, I'm surprised no one mentioned Californication.
Could argue that it's better than AD.
