While the foot to the head was absolutely excessive, I'd like to read up on the situation further before stating an opinion. Did they have reason to believe she was trying to instigate violence or committ some type of violence against one of the candidates? People do ed up things when they think they are trying to preserve order, but they also do ed up things when they look the other way from injustices.
