Maybe bowing is a sign of respect in other countries, but in America it means something to look a man in the eye when you give him a handshake.

If Obama shared as close a relationship with Hu and the others he groveled before, I might cut him some slack. Besides, not only do I not know the context (for all I know Eisenhower could have been starting to bend over to pick something up and was caught at just the right moment to appear to be a bow), I don't know that Eisenhower didn't catch flack over it back then.
