I am not going to regulate anything, we made a bet and he can honor it. I don't know why Laka would talk about not paying up when he actually honored his bet. If he doesn't pay I obviously don't have any recourse, but that is the risk you take.
I'm not going to stop people from talking in order for you to pay up. The bet was accepted so nothing else matters and like I told you earlier, the cred is part of the fun.
