As I posted in the poli forum, that's only possible to do if it's sufficiently cooled so that the fuel won't melt through the concrete. Mouse was simply regurgitating information from the Chernobyl disaster without knowing anything about it. Completely different scenarios.
Also, laying a foundation of concrete under the plant isn't to prevent spread of radiation, it's to try to slow down the molten core from punching through the ground and into the water table.
