Honestly those people in that picture could be half the people I grew up with or some members of my family. I grew up poor as in some of San Antonio's worst neighborhoods until middle/high school.
That being said, I'm sure there are people like that in Japan too. I have no doubts about this.
Those that don't have steal from those that have. Those that have exploit those that don't have.

Is it really a surprise to anyone? One of the first things I thought of when I heard about the earthquake was that there wouldn't be any looting because it's freakin Japan. There are generally lower rates of people acting like re ed uncivilized monkeys in Japan.
First of all lets say you do find something to steal, where you going to store it? How the you going to use it? Who you gonna sell it to? You think eBay wants any of that radioactive ? And besides, even if there was any black folks in Japan you think they need any aftershocks to know when to swim off that ? to the muther ing no! As soon as that place started shakin their black ass's would have been on the fist bus off that !

TOKYO — The earthquake and tsunami that pulverized coastal Japan crippled a bank's security mechanisms and left a vault wide open. That allowed someone to walk off with 40 million yen ($500,000).
The March 11 tsunami washed over the Shinkin Bank, like much else in Kesennuma, and police said between the wave's power and the ensuing power outages, the vault came open.
"The bank was flooded, and things were thrown all over. It was a total mess. Somebody stole the money in the midst of the chaos," said a police official in Miyagi prefecture, where Kesennuma is located.
The bank notified police on Tuesday, 11 days after the disaster, said the official, who spoke on customary condition of anonymity because he was not authorized to talk to the media.
