Growing up in Oregon, I most certainly don't understand much of the south's ideas of prejudice. I was very ignorant to what some consider racist until visiting forums like this, and I'm sure there are still racist themes I have never heard of.
We are talking about someone from Orange county. Only 1.69% of their population is black. Do you really think such things come to their attention much?

Firstly, ignorance isn't an excuse.
Secondly, you don't have to have grown up in the south or around a large population of black people to know the history of racism in this country. It's not as if the countless do ents/cartoons/etc. that made this comparison were secret and/or unique to certain communities.
Thirdly, even if we were to go along with your hypothetical (and frankly baseless) suggestion that she was completely unaware of the historical precedents, do you honestly think that the circulation of images which dehumanize one's political opponent (or anyone else, for that matter) is an act worthy of defense?

I find chimps to be extremely funny, mainly because of their mixture of cognizant learning abilities and animal instincts.
Superimpose pictures of chimps upon people, of any race anywhere, and they quickly lose their splendid humorous characteristics. That Republican official may not think she's racist, but she should definitely know her taste in humor is not only questionable politically but from a humor standpoint, as well.
