Open it in Acrobat and zoom in using ctrl-key and your mouse wheel. Zoom in over the number in the upper right hand corner underneath the words "Department of Health". What's up with the last digit in the number "10641"?
You mean the white around everything that is on there? (the lines included). I would say that I don't know, perhaps it is the copy machine's way of compensating for the green background. Maybe the means of printing back in the day degraded the pattern that had been printed on the paper.
Do what I described in my last post. The pixelated "1" in that number is how all text should look if it is photocopied. That PDF do ent has layers. Something stinks.

If a president , with an infinite supply of experts, materials, and time create a fake do ent that can be easily refuted using basic adobe.. considering he could have continued to ignore the issue..why forge it?

maybe the form was created with the M as a constant...and the typrwriter used at the time to create the A or P used a different font? Pretty easily explained
That's a bizarre thought alright, but his advisors and handlers have shown that their ineptness have no bounds. The probability that "We've got it handled Mr. President" turned into a cluster by some jr level hack is somewhat better than zero. I don't think he's an illegitimate President. But, I also think that somebody ed this up for him.
