I'm sure people go beyond that all the time.
That's not unreasonable, really if they mainly serve stronger beers. I bet as a bartender you don't let yourself get put in that situation too much. The fines and possible lawsuits are not worth it.

Also, you SA folks who like Belgian beers should drive to San Marcos to visit the Root Cellar Cafe, home to Darkside Fermentation. Excellent nanobrewery sells bombers ($10) and has one tap of their own beer.
I've been meaning to look for a place with awesome beer on tap that's also a restaurant, so I could take a friends that have yet to hit 21.. without having to leave them behind...

Oh and if anyone sees Watou Tripel out in the wild in San Antonio (I asked them about this at Specs and they said "well we have been thinking about ordering this" but that was as far as I have gotten), please PM me. It is literally the best beer I have ever drank. I had one at a restaurant called M2 in Austin last year. Even my wife who hates beer wanted one of her own.
Watou is made by St. Bernardus, it's in several places here (Austin), usually in 4 packs.
