I know that I'm old but when I played the game, you had to be set in position for one second before you could draw a charge. Now, count "one thousand one" and tell me how many guys are set anywhere close to that? Now the refs let them slide in after the offensive player is already airborne.

You don't need to be set for a second. You just have to be set before the offensive player leaves his feet.
