    Might be a better question posed in the political forum, but think about this:

    If we faced an opportunity to have plenty of room for inmates (not having to let them go for lack of space) but the prisons were self-regulated like this... would that be okay?

    If we did away with the possibility of parol for life sentences and sent all lifers here... would anyone care?

    Yes, they would, Scott. For many its not about segregating them from society so much as it is punishment. (I'm not making a judgement on that view - just stating it)

    Understood, but if folks were really faced with a choice, which would be more important: punishment or protecting society?
