Not at all! I've got no issues with Viva. The only reason I used the eye rolling emoticon was b/c there wasn't one for "That was a cute joke but not roflma material" If anything, Viva was entertaining in the thread.

I seen a show once about airplanes planting clouds that help produce rainfall. I think it was experimental but showing positive signs of effectiveness(I think it was happening in the Oklahoma region). Texas needs to invest in this technology asap.

Texas has a number of "cloud seeding" projects. They have to have something to work with though, and we got nothing but a dome of high pressure.
