you should see the contrails in austin. Dey crazy. i see them early saturday/sunday mornings, they linger for like 90 minutes, then it rains

Here's the thing. If this was chemicals to affect a population, they would be sprayed so much closer to the ground. the sprayers could be so good that you wouldn't even see the chemicals. The trails you see so high up will most likely end up falling outside the city, where ever the winds take it. That is, if there was anything to fall.
