Depends on the country tbh. Quite a few of them have natural resources but no human resources or infrastructure and vice versa. Other countries, like my own, are also very very young.

Quite a few of those countries are also being exploited at the moment as well so there isn't normally a single cause that can be isolated like that.

Examples like the one in that video do exist though and I'd say that there's been shifts in the right direction in some countries. Education is valued highly overall and people do sincerely want to improve their living standards. Give it a few more decades and I think the progress made in Africa will surprise some people.
