Yes, he is.
He has a fully non-guaranteed contract for next year too. Unless he asks to be waived, he will get a shot a making the team during the next training camp. Spurs could too use him in a trade where his non-guaranteed contract could be welcomed by a team in cost cutting mode.
What do you think of him Bruno? I thought he did pretty decent playing the 3.
