Are you sure? If that was the case then why did Portland amnesty Brandon Roy when he retired? Rasheed Wallace was still on the books for the Celtics up until this year despite being retired for 2 years.
I've googled but can't find a definitive answer. Shaq and Sheed took up $8m of Bostons cap space this year past (link) and while Im not sure if the Celtics had an obligation to pay them, I'm sure they could if they had wanted.

Only a slim chance of it happening, but it would put the Spurs in the driver's seat in the West. They would have to be considered the favorites to win it all.
