Hill outplayed Collison last season.
Collison is a solid PG. Not a great talent, but can be a solid starter. Needs to learn how to play off the ball better. Pacers kept Hill because he's better, especially off the ball.
Personally, I would rather have Mahimni and Hill over Collison. DC is a nice player, but not anything special.
