Actually that was the first statement from the embassy about the PROTESTS, and was released before the attack. That's part of the reason Romney is getting so much grief about this. He's misrepresented it as some kind of executive statement on the killing of a US diplomat, but that killing hadn't happened yet when the statement was released. It was a reaction, at that point, to the fact that a provocative video had seemingly stirred up a potentially violent protest.
