Romo doesn't have the temperament or the leadership ability to overcome the f'd up culture and managerial issues they have in Dallas. He's capable of being a vocal leader, but it's not really who he is. It's not in his comfort zone. But that's not news to anyone; Romo has always been that way. The way to offset that is to bring in a coach with a strong personality who will light a fire under the players (offense) and hold them accountable. The Cowboys didn't have a strong, vocal leader on defense, so Jerry brought in Rob Ryan and he completely changed the culture of the defense. Jerry was probably ok with doing that because he can still tinker with the offense and he knows Garrett is his .
Romo has the talent to take the Cowboys to the SB, but he needs the right coach. Parcells was that guy. But Jerry didn't want someone who disagreed with him about how to build and run the offense.
