The President is the ultimate responsible party when things happen or don't happen, just as a coach is with a team.

If his attempts get blocked, that's his problem to deal with. That's why I never voted for Ron Paul, he could never get anything done.

So of course congress has to approve budgets, but the President is still liable for the deficit or surplus. Certainly no one here is giving congress credit for the surplus in Clinton's era.
