Normal insurance covers wind damage but it doesn't cover flood damage. You have to have a separate flood insurance policy and most of these people in areas that have never flooded before aren't gonna have it.

Record storm tide here is 10.5 feet. Thats almost certain to fall when high tide hits which means flooding for NYC.

The high winds won't damage the reactors. Earthquakes are quite different.
