Can you hit a target with the proper load at 400+ yards with the 22 cal? Sure. You can hear the metal report. Can you put effective fire on a human target at that range? Maybe, but there's a reason the .223 isn't even allowed for deer hunting. It's known for poking small holes and wounding animals. Move up to a .243 and you're good, but for that distance I would prefer a .308 so you can still have enough KE at the target.
Matching the bullet to the target is the most effective way to kill the target. Sure you can pull your boat with a Camry, for a while.

is there really any argument against the fact that the best way to stop a crazy mother er with a gun is by opposing him with a sane, well trained, armed, opponent? There are less than 100,000 public schools in the USA. Why CAN'T we put an armed guard in each one with a pistol on his hip and a gun safe in the office with shotguns, M16's, stun grenades, etc.? The cost would be minimal compared to other stuff the US pisses money off on.
We already have tens of thousands of trained soldiers coming home from Iraq/Afghanistan that need jobs...with additional psych testing and training they could drop right into good paying steady employment as school guards.
