The Executive controls not only the ATF but the Justice Department. They can do HUGE damage outside of congressional control. They can make having a FFL so daunting that even WalMart would walk away.

Both you and I know there will be many other nutjobs in the future doing harm, and at that point they can pull the "hey, remember after Sandy Hook we tried to do all this but big meanie red team wouldn't let us?" card. Plus most second term presidents are lame-duck by the second year. He's got this episode and the fact he just won re-election to at least have somebody paying attention to what he says.
