    TX has surplus now, but RickyBoddy intends to cut taxes more, rather than restore the tax cuts to education. Repugs win office with misinformed, ignorant voters, and plan to keep them that way.

    water is, will be a huge problem.

    The fracking assholes who say fracking doesn't pollute water because fracking and frack water disposal is so way below well and aquifers. So they say polluting fossil water deep underground is OK, with fracking or uranium waster, until TX etc has to go after deep fossil water (like MX is doing) to survive.

    Perry and his Repugs will keep cutting tax and tax expenditures for business short term profits while scrimping on taxing and sending for the General Welfare on water, electrical grid, roads, education, etc.

    Good ole Rick. Agree with dan and boutons that there's plenty of need for funding on education, roads and water projects. We're certainly not in a "taking more than we need" situation right now.

    Just for theoretical conversation though, if we did ever find ourselves in such a situation, I'm not sure why we'd need a cons utional amendment. If you want people to pay less taxes because the state coffers are just so flush, then just cut the sales tax rate for a budget cycle.

    Your suggestion is far too efficient and reasonable to appeal to a guy like Perry. He would, imo, prefer to make a ridiculous statement like he made, knowing full well that it would be almost impossible to make happen, but then he can blame it not happening on someone other than himself.

    He truly is not the brightest bulb in the chandelier.

    True, he's not the sharpest knife in the drawer, but he is smart enough to know what's going to be popular with his base. And what could be more popular with his welfare hating, "Fed Up" minions than getting a check from the government?
