Because he's coming back from an injury and has got to get his wind back. A glorified scimmage where he can get some game time and not have to push is the best opportunity to do it.

He's just a terrible fit on this roster at this point. It worked for him in 2011 when the Spurs played Suns ball. I'm a big fan of Neal regardless of his chucking, but I hope the Spurs are listening to trade offers.
