Why is Gary Neal Inactive?

Seems I missed the obvious somewhere in the last week, why is Neal inactive?

I think that every time he elevates for his shot, that nagging calf injury fires off, distracting him just enough to push the shot by a couple of inches. Gotta be frustrating for him.
