Not sure about that. Its not like foreign clubs are that stupid.
The financial fairplay will give the Bundesliga an advantage for some time, because several spanish, english and especially italian teams lack the infrastructure, but...:
1) they will catch up and wont just sit there waiting for the punishments to kill their clubs.
2) clubs like Barca or Manu still have an advantage over most german clubs in terms of history, name and so on.
Dont get me wrong! the financial fairplay is a great thing for the Bundesliga and german teams in general, but dont expect the other leagues to go away just because of it!
BTW.: The financial fairplay allready is in place!
And i thought the "Best League"-Championship Belt was decided by that insane group with 4 champions in it...and BVB beat ManCity, Real and Ajax for it.
NO: As you said, its pretty hard to determine the best league. I think, we can all agree on EPL, LaL and BL as the top 3. The BL probably is the best balanced league of the three, with some good clubs at the top. they also have the advantage to be pretty healthy in terms of finances (no russian, arabian oweners). LaL is really really topheavy with 2 of the overall top clubs (but can you put Real over Munich?) but a lot of boring top vs bottom games. And the EPL probably is something in between, but some of the clubs seem to be bigger, than they really are (Liverpool, Arsenal,...) and there are a lot of financial questionmarks. They just have the advantage of pulling American fans in, coz of the langue und because MLS sucks.
Will all of that change over the next 10 years? I doubt it. Some of the top clubs will have to find new ways of building healthier structures. Their big names will help them doing so (pulling in young prospects...a great 18year old talent still will give ManU or Real a discount over a team like Freiburg or Bremen). In the end the EPL will still have the best name, die BL the best games and LaL the most CL/EL-hardware.
Arsenal-Bayern was one of the worst games I've seen in quite a while. Both sides with lots of terrible passes and miscommunications and stuff like that. That Arsenal can play this poor and still win in Munich is insane. Based on yesterday's game, neither team deserved to move on to the next round.

True, but BVB was champ the last two years (last year also the Cupwinner) and usually every team can beat every team in the BL (how often does Barca loose to a bootom-5 team?)...Duesburg also led two times last weak against Munich.
This season Munich is up and above everyone else, but its not like every year works out like that.
That said:
If you take the best 2 teams of every league, LaL has the best chances, but it wouldnt be suprising, if they didnt win (Barca is the fav with Real probably just beeing in the mix with teams like Munich, ManU,...).
If you take rank 3 to 7 its probably a tossup between EPL and BL.
And if you take the 8th-16th best team of every league, the BL clubs should come out on top.

nice ones...no inner-country-games...munich-juve as a classic and BVB with an easy draw (which in the end probably ist the worst, that can happen to them). the spanish teams hopefully kick the arses of their oponents.

Bayern-Juve will be nice.
Paris-Barca has the potential to be nice aswell, but not so sure about that!
Nacho Monreal and Santi Cazorla are already out of the Champions League. Meanwhile, Malaga are still in the Champions League.
