CP3, Blake Griffin. Add Reggie Evans into the mix when he used to be on the Clippers.
Houston has Harden. Spurs have Ginobili, although he's a TOSB these days and doesn't do much of anything, let alone flop.
I'd still give it to the Clippers. If Reggie Evans was still on the team, it'd be the Clippers hands down. Harden is such an egregious offender that he may out-flop CP3 and Blake combined on average, so it's hard to discount Houston.

Collison is a pretty egregious offender for OKC, as is JJ Barea for Minnesota, but neither of them flop to the extent that Harden does, and I can't think of any other floppers on OKC or Minnesota at the moment.
Shane Battier I agree with, but are Lebron and Wade really floppers? Wade is more of a flail-er and will accentuate contact that would've been called a foul anyway.
Kevin Durant doesn't flop at all, but functionally speaking he might be one of the worst offenders in terms of receiving unwarranted free throws just because the refs tend to give him an unusual amount of leeway on what cons utes a "foul."
most teams are flopping at around similar level this season. But since Stern refuses to fine CP3's hilarious flops, they should be on top.
Parker is more of a screamer. He'll go into the lane and scream "HEY!!!!" or "EHHHHH!" 90% of the time, ing and moaning for free throws.

Flopping isn't the same since Fisher stopped getting big minutes, tbh... add Varejao being injured, and you just don't see that much bad acting anymore.
Everybody does that. Pau Gasol is guy that can't even make a layup without screaming.

If you want to get technical all NBA players flop. We're talking about legit, everyday floppers. Tony doesn't even come up the charts on that one.
Some people don't know the difference between a flop and initiating contact. Same goes for selling an actual foul versus flopping, not the same.
